A PDF opened from its own address is a web page under WCAG's own definition, so it is held to the same standard. Success criterion 1.3.1 Info and Relationships, at Level A, the minimum level of conformance, requires that the structure a document shows on screen can be programmatically determined; in a PDF that structure is carried by tags, so a screen reader cannot find the headings in an untagged one. Images in it need text alternatives under 1.1.1 Non-text Content, also Level A. Base price covers up to 20 documents. Additional documents are $35/each.

Prerecorded video with sound and no captions fails success criterion 1.2.2 Captions (Prerecorded), at Level A, the minimum level of conformance.
